The province of Quebec recently brought new changes to the provincial vaping regulations which includes a ban on the sale of flavoured vaping products (allowing flavourless and tobacco flavours only). The government's rationale for implementing this change was to make vaping products less appealing to minors.

The regulations will take effect on October 31, 2023.

No. It will not be possible to legally purchase flavoured vaping products in vape shops or convenience stores in Quebec.

The changes to the vaping regulations were implemented by the Quebec government because of pressure from health advocacy groups. The government chose not to take a more balanced approach that restricts the sale of vaping products to minors while providing adults with a variety of less-harmful alternatives to smoking, including flavoured vaping products.
The Government of Quebec chose to ban flavours rather than to take a more progressive strategy towards vaping — one that could have provided many more benefits to public health in the province.

Various local and international health organizations and public health agencies agree that vaping products are less harmful than cigarettes. In addition, vaping products can help smokers who wish to quit. The healthiest choice is to neither vape nor smoke. However, for some adult smokers this is not an option. For these people vaping is a less harmful alternative to smoking.
